So I edited a picture and now want to add an overlay to it. I opened the overlay but when I try to place it, it brings up the error message “Could not complete your request because the ICC profile is invalid.” So what does that mean and what do I do. I am using Photoshop Elements 2020.

Try re-saving the overlay. First go to the menu:

Image >>Convert Color Profile

Choose sRGB

Sometimes Image >>Mode >> 8 bits will also work.

After changing the profile try placing again.

I had the same error trying to paste some vectors from Illustrator into an iPhone photo. I noticed the image used the "Apple Wide Colour Sharing Profile". Once I converted the image to my working RGB (sRGB), I was able to paste vectors without the error.

Not sure why the Apple profile causes this error? Anyone know?

I suggest to ask in the dedicated 'color management' forum:
