Import folders instead of files

is it possible in Photoshop Elements Organizer to select folders for import instead of files?

Yes.  Click on Import>From Files and Folders.  You can then multi-select folders or sub-folders.  When you select a folder, the Get Media button becomes active and when you click it all the media from the folders will be imported.
