I'm switching from Creative Cloud to Photoshop Elements 2019. What is the best way to get the images out of my Lightroom Classic catalog and into PSE?
Simply import from your folders. You may wish to write metadata to files or XMP within Lightroom before starting. Elements should then be able to import embedded keywords. You could do some pre-prep e.g. creating temp keywords for photos in collections. You could then use them as a source to create albums in Organizer.

You need to manually import the folders as mentioned by 99jon.
You are in the same situation as when you have to import your data in any other organizing software. You simply have Lightroom to write the metadata to the files and you import those files in a new catalog in Elements. You can recover tags, captions, ratings, but not collections or stacks.
