INFO MISSING

A reset had to be done, and after restoring the back-up, the info usually under each photo (PS Elements) e.g. jpg. 610 (#of photo) & date etc. is missing.  I had to reload PSE, and it still is not there.   How can I restore this info?   Also, I am missing many tools under "Editor" that were always there.  How do I restore all of them?

As for your second question, I suspect that you are under the Quick Edit mode.  You need to click on the Expert mode:
