Licensing issue for Elements after installing new hard drive.

Getting Error 150:30 upon launching Elements

 

After having a new hard drive installed by Mac approved repair techs, I can no longer log in to Elements on my Mac due to a licensing issue. I think it is Elements 8 but not sure because I can't open it. I know it's old but it works fine for my needs. I've restarted the computer (as instructed) but that doesn't help. Has to be something simple I'm missing? I'm running High Sierra.

That will happen if you migrate the program instead of installing it from a disc or an installation file.
If that is how it was done, you need to uninstall and reinstall.
