Menu options in Elements 2019 greyed out

I'm having problems seeing menu options such as layers. I've just downloaded Elements 2019 and it's frustrating to find menu options greyed out when you are editing RAW files. Can anyone help with suggestions as to what's wrong?

A common cause is having the camera raw files open from the camera raw editor in 16 bits/channel.

You can either set the camera raw editor to 8 bis/channel at the bottom where it says Depth or after you open the file into the pse editor go to Image>Mode and click 8 bits/channel.
