Is it possible to "deactivate" a Photoshop and Premiere Elements 2019 Licence on one Windows 10 machine and move it to another?
If yes how do I do it please?

Menu Help >> 'Sign out' on the original install,
Help >> Sign in with your license key (starting with 1057...) on the destination PC.

Michel is correct. However, it is possible to install Elements on two machines as long as the program is only used on one machine at a time.
