moving to new computer - photoshop elements

Hello

I have a new computer.  On the old computer, I did a backup of the catalog to an external hard drive using photoshop elements.  I noticed that the file format on the catalog backup drive didn't "look" like photos, so I also did a separate backup simply copying the photos to an (different) external hard drive.  On the new computer, do I need to copy the photos onto it and then restore the catalog in elements?  Or do i just restore the catalog using elements.
