In Adobe Elements Organizer 2020 for Windows is it possible to preserve tags (not keywords, but tags like "event" or "people") when importing a picture from one catalog to another?
For example: I have two separate catalogs with tagged images in them. Many of the tags are identical in each catalog but some are unique. I want to import some of the images from one catalog into the other. Is there a way to do this and preserve their tags when they come over? Or do I have to start over and retag the images once I've moved them to the new catalog?
The short answer is no.
That's why the general consensus is to have a single catalog. Separate catalogs are adequate when NOTHING is common between catalogs. It's nearly impossible to split or merge catalogs in Elements.

For that precise question of catalog management, Lightroom Classic included in the Creative Cloud subscription formula has the advantage of being able to merge or export subcatalogs, but the idea of 'moving' files between catalog is contrary to the principle of catalog management. That does not solve the files properties about grouping in stacks, albums (collections) or version sets. The advice to use a single catalog is also valid for Lightroom classic.
