Outlining 'Impact' font letters

Trying Elements 2020 with the intent to purchase.. I'm having trouble outling fonts I have added to photos... The instructions say to right click on the font layer and a menu will pop up leading to 'Blending Options' which will lead to the 'Stroke' button... When I right click on the font layer there is no mention of 'Blending Options'... What am I missing?

Select the text layer and from the menu choose:

Layer >> Layer Style

you can set the stroke properties. 

Or there are built in templates 

Click the graphics + icon at bottom right to find many text options available with a single click.
