Photo Editor not opening in Photoshop 2020

I have been able to upload the 2020 Photoshop but cannot open the Editor.  Every time I try, I get this message. 

I have deleted, uploaded again, reinstalled, and done every trouble shooting I can find but the Editor will NOT open.  

What can I do to get this to work? 

I was having the same issue with Photoshop 2018 so I upgraded to the 2020 version but with no success. All 2018 files have been deleted.
