Photoshop Elements 14 Backup and Restore

I use PSE 14 and Windows 10 on a laptop with two external 1TB drives. The total size of images circa 3Tb - c 150,000 images. What is the best way to backup and restore?

1 - Use 'backup and restore Catalog' from within PSE14 - which needs another say 4Tb drive to send the backup to. If I do this and try and restore, will the photos currently on the 2 external drives get put back in the same place? Will this work restoring to the same laptop? A different laptop?

2 - Make copies of the Catalog file and separately make copies (outside PSE14) of my images. I can then put everything back ' in the same place' when restoring.

3 - Something else

Advice please on the merits of the alternative approaches.   

Will the answer be the same if I was to upgrade to PSE20 (ie, does backup and restore in PSE 20 work the same as in PSE14).
