This kind of problem can usually be solved by resetting the preferences file. Go to Edit>Preferences>General tab and click the Reset Preferences on next launch button.

What OS are you using?

The only other suggestions I can think of is to update your graphics driver and/or reinstall the program.

Thanks for your reply.  my PE15 runs on macbook Pro 2.9 Hz processor, 16 GB memory. macOS Big Sur version 11.5.2. The Radial Rlur (Zoom/Spin) was normal recently.  Zoom become spin a few days ago. tried reset, no working.

I would reset the photoshop elements 15 editor preferences by going to Adobe Photoshop Elements Editor>Preferences>General, clicking on Reset Preferences on next launch and then restarting the pse 15 editor.

Thanks for your prompt help/reply. I tried a few times. but did not work.  may try to reinstall it later. I think it is a bug of PE15. It worked before. I did not update OS recently. it suddently happend a few days ago.

Since your running Big Sur that has depreciated the running of 32 bit applications, you might not be able to reinstall pse 15, since i believe the installer is 32 bit.
