Photoshop Elements 2018 fails to open files

My Photoshop Elements 2018 fails to open photo files. I can restart my computer and open the application and it will work for a while. Closing the application and reopening it does no good.

Eventually I get an error message indicating an "unexpected end of file" occurred.
