Photoshop Elements 2018: Open closed eyes - no faces found

I've got a photo with two faces. I'd like to open the closed eyes of one person, but

photoshop elements 18 says: "No faces found" .

What can be the reason?

Hi,

I had already cut out the face with the closed eyes - no change.

I also straightened the face (had read the troubleshooting tips before). As you see, it is not cropped or covered, and it

is bright, too. Making it brighter doesn't help.

I have the same issue, this with one face out of five; the program selects four, doesn't select one, and that one is plenty bright and the image is ramrod straight and there is no crop problem.
