What is Adobe doing about photoshop elements 2019 and Catalina OS?  Will there be a patch or some other way to use it?

There's an upgrade: Photoshop Elements 2020. Adobe will be delighted if you buy it.

This is a question that comes here every few days in one way or another. 2019 wil not work on Catalina and will never work on catalina. The only way to get PSE to work is buy (upgrade) a new version.
Adobe gives PSE just only one year "support" with almost no updates. After that year, a new version is launched and the "old" version is abbandoned.

Nothing.  If you want ongoing product support and updates, get a Creative Cloud plan.  CC software is updated regularly to stay compatible with newer operating system.  PSE is not.
