Photoshop Elements 2021 Won't Open

I have photoshop elements 2021.  When I click on the icon the little blue circle appears, go around for a few seconds then disappears and the program does not open.  Any advice on how to fix this?

I have also tried re-installing the program, that isn't even working.

Has it worked previously?

Does restarting the computer help?

I have Windows 10 and yes it worked fine until it didn't. No restarting does nothing, it remains unable to open.

Try System Restore.

I'm a 70 year old woman...I don't know what a system's restore is.  I had problems with one of my other adobe products and a guy came onto my desktop and started it that way for me. Sorry, I'm not wise in the ways!
