Photoshop Elements Organizer 15 bulk import failed

I recently moved to a new computer running Windows 10 and installed Photoshop Elements 15. I copied over the Pictures directory and sub directories. When I try to bulk import all the photos into organizer the import fails and no photos are imported, despite the fact that is says 47773 media files were imported. It says that a certain number are already in the catalog and that others were either corrupt or a type that is not supported. But, I can open the files that are flagged in this way in the Elements Editor, so they do not seem to be corrupt. Every time I try to import the number of files listed as imported and skipped varies slightly.

I have tried creating a new catalog and importing to that catalog, with the same results.

Images that originated on the new computer do show up in the Organizer.
