Considering upgrading to Elements 2021 version from current 2019 version

Only you can answer that question.  There are a number of new features that I think are worthwhile.  And if you use Premiere a lot, and have some decent hardware, performance of both Premiere and the Organizer has significantly improved.

I suggest you download the free trials of Photoshop and Premiere and see for yourself.  (Elements 2019 and 2021 are independent programs that can coexist on your computer.)
