Today I have Photoshop Elements 14 on a PC. Having received an offer from Adobe to buy Photoshop Elements 2020, can I keep the old Photoshop Elements 14 on one PC and load it on the new Photoshop elements 2020 on another PC?

You can have both versions installed on both computers. You may not use the same version at the same time on both computers.
