Photosop Elements 11 loading to new pc

Hi when installing elements 11 on a new PC Windows 10 I received Error message 5...any ideas? Thanks.

Thanks. Tried it but you have to buy a subscription to fix it and no guarantee it will fix it. Almost same cost to buy a new version of Elements
