picture into photoshop it is not centered on the screen . can't see all the picture

When I bring a picture into photo shop, it is not centered on the screen.  I can't see the whole picture.  The ruller seems to be skewed to one side.  Need to see whole picture.  Help!  Thankyou

Sorry that Photoshop Elements is not showing the entire image in the workspace. 

Which version of Photoshop Elements are you using and on which operating system?
