Problem with Photoshop elements 15

When attempting to open Photoshop elements 15 i get the message: Elements organizer is not currently licensed.  Please launch Photoshop elements Editor to update the licensing information. But the Editor will not open.  I am running mac os Catalina 10.15.3

FYI, you will not be able to re-install PSE 15 on Catalina due to it's 32 bit installer componants.  Period.  I'm not sure your PSE 15 can even run on a 10.15.x machine but you can try.
