If I try click on updates under help, I always get the message: 'Updates are disabled. Please contact the administrator'
The version I have is Photoshop Elements 2019 17.0
RAW-version is 11.1.0.112
Are this the latest versions?
How can I solve this problem?

Yes you are up to date. There will be no further updates for PSE 2019, now that PSE 2020 has been released.
