PSD files incompatible with Elements 14

I'm working with a printer who designed me a template greeting card using an updated version of Photoshop CS. He saved the file as an 8-bit PSD and also saved it to be compatible with previous versions. When I try to open it in my Photoshop Elements 14, the file opens but I cannot access the layers. What needs to be done to resolve this apparent compatibility issue or does PS14 lack the ability to open this at all?

Try opening it with the free program Irfanview and save it to a new file.

Sounds like the Layers are in Groups which pse 14 can't open.

 

Does your layers panel show Groups (folders) like below?
