Please try clearing the preferences once.

I tried both methods and still get the same "Down load Failed"
Can you please let us know if you're using some network proxy? If yes, can you please disable it for some time? It might be blocking content download calls.
I do not believe I am using a Network Proxy. System query shows no Network Proxy in use.

The first time I cleared the preferences it did nothing as did the second time.
I gave it another try, this time twice back to back.
That did the trick! No more download errors and the template loaded just fine.
