"Convert to Smart Object" missing from menu when I right-click on a layer.

What am I missing?  Smart Objects are not disabled in my preferences. I'm using PS Elements 2018

You are missing the full Photoshop... That option is not available in Photoshop Elements. You can recover that command and many others by installing the very affordable Elements+ add-on. https://elementsplus.net/

The added script does not transform PSE into PS with the same menus, it provides the missing functionality.

You can ask the author for help.
