I have installed Camera Raw 12.4

You have installed the full Photoshop 12.4 version which Elements does not recognize. You can check that the ACR version in Elements is still 12.0.

The help doc you have seen is not for Elements either.

There has been very recent discussions pointing to a workaround for Elements:

https://helpx.adobe.com/photoshop-elements/kb/camera-raw-update-not-available.html

That has worked for me.
