Photo editor won't load after activating Premiere Elements video program

I've tried the things listed in this post, but I have the same problem still. I used Photoshop Elements 2019 once after installing Premiere Elements 2020. Now the Photo Editing workspace won't open. I've spent way too much time on trying to fix this not too much the money spent on a software that is tking up space and not functioning!

Can you launch the Photo Editor directly from the Program Files/Applications folder?

PSE/PRE use a shared Organizer; so you would have created a new catalog when installing PRE 2020. Are you trying to open photos from the Organizer?
