Recover tags

I upgraded to a newer version of Photoshop but all my tags aren't there. Anyway to recover them?

Hi,

 Did you convert your old catalog to newer version or re-import the pictures? 

Catalog of older version needs to be converted to newer version and all old tags are retained as is.
