recurring message when starting up PSE 13

The message is in Dutch.

A "window" is opened with the following message: You have a new update. There are two items: "PSE 13.1-update" and "Photoshop Camera Raw 9.0-update". Then there are two buttons: 1 Install now, 2 install when closing. The application must then be restarted to apply the update."

When I click on one of the two buttons, an update follows ...? However an Adobe employee let me know that PSE cannot be updated.

Every time PSE is restarted, I receive the same message. I uninstalled the PSE 13 and reinstalled the program with a link which I received from Adobe.

This didn't resolve the problem ...?

Any solution?

I used the following ling which I received: https://www.adobe.com/support/downloads/detail.jsp?ftpID=4773 but the updating of the Adobe Application Manager stopped at 37 % and did'nt finish.

The I received the following link from another employee (chat): http://www.adobe.com/support/downloads/product.jsp?product=170&platform=Windows

With this one the update was successful and up to now I haven't received the message any more
