Reinstalling Photo Elements 14

Everytime I attempt to reinstall Photo Elements 14 purchased in 2015 at Costco, I keep getting a message that the ID code is in use. I am the only person who has used this software so I know that it isn't installed on any other computers and I have deleted it from my computer and even reformated the HD hoping this would remove any traces of the software ever being installed.However, I continue to receive this same message that the number is in use. Anyone have any ideas how to resolve this problem?
