Uninstall, use the Adobe Cleaner Tool (yes, it works for Photoshop Elements), and reinstall:

Use the Creative Cloud Cleaner Tool to solve installation problems

You may, however, want to try resetting the preferences first:

Go to C:\Program Files \Adobe\Photoshop Elements 10 and launch "PhotoshopElementsEditor.exe"  . While launching press "Ctrl+Alt+Shift" and continue pressing it until you see the dialog box to delete the preference file.Press yes in the dialog box. Make sure as soon as you launch

Each version of PSE is independent. You can have 2 versions on the same computer.

If this is not what you wish to do, please clarify.

The version I am using now is extremely slow and erratic. Some things do not respond at all, such as clicking on the "home" symbol. Nothing happens when I do that. If I want to edit a photo, the editor does not appear for a very long time. I think a re-load of the program might help. If I do reload, must I remove the present---possibly corrupted?-- version?

Another way to delete preferences is to close the PSE and go to C:\Users\<Your User Name>\AppData\Roaming\Adobe\Photoshop Elements\10.0\Editor (Win 7) and delete the "Adobe Photoshop Elements 10 Prefs.psp" file and then relaunch PSE.

What concerns me is that I have no disc, but must download Elements from my camera manufacturer's website, which gives me one chance to do the download. If it fails, and I've uninstalled the present version, I'm a goner!

Disaster! I shut down Photoshop altogether, went out and took a picture, and when I tried to load it into Photoshop just as I've done for 11 thousand previous pictures, Photoshop told me there were no files; it didn't recognize the card reader I've used thousands of times before. So I went to preferences (after Googling the problem) as recommended at a Photoshop site, and thought I'd solved the problem, telling the program to download to Photoshop Elements.  Now when I open Photoshop, the page doesn't fill the screen, and I can't enlarge it. I've closed down and re-booted, but to no avail.

I've tried the cont/alt/shift before, and nothing happened, but probably because I was trying to launch editor from the organizer screen. When I tried it your way, it worked! The system seems to be working better, so for the time being I'm going to sit tight.
