Repair option missing from Photoshop Elements Organizer 2020

I have upgraded to PSe 2021, but the catalog would not convert from PSe 2020 as it found errors and gave me a message saying I should repair the catalog in PSe Organizer 2020 before trying to convert it to 2021.

I went back to PSe Organizer 2020 in order to repair the catalog using Catalog Manager, however the Repair option that is shown in the online help does not appear. It's not greyed out, it just doesn't appear. The same thing happens regardless of whether I press shift while launching Organizer or not.

I tried to Optimize it, but it said "An error occurred while attempting to optimize the Catalog". 

How do I repair my catalog in PSe 2020? Please help!
