Repeated updates

Every time I start up PSE 13 Editor it wants to install an update. I have completed the installation several times and am getting fed up of it repeatedly wanting to install again.

How can I stop this nuisance?

Under Edit>Preferences>Update Options, there is probably an option you can change.  I don't have Elements 13 on my machine, but here is the dialog from 14.  Try changing the options and see if it makes a difference.
