is there a way to rotate the crop from say landscape to portrait without having to keep calling up the toolbar?
If I've used a 4x6 crop on previous file and then start a new file the crop comes up as 4x6 as you would expect.
I don't have the tool menu open by default so if I want to change crop from portrait to landscape I have to open tool menu change orientation then close tool menu.....so I was wondering if there was a shortcut I could use instead to opening/closing the tool menu?

I don't think so.
What is possible, when you are editing in the ACR converter dialog, is to set your selected ratio with 'constrain to image'. Then, if you drag the second click up or sideways, the selection rectangle automatically changes orientation. Editing in the ACR is non-destructive.
