Save Edits in HEIC Format?

So I had no problems importing HEIC photos into Organizer and opening in Elements 2020.  However, after doing an edit, something as simple as a rotation I'm not able to keep (Save) the file in HEIC format, only the other options as seen below.

 

I hope there's a way to Save As HEIC; but, couldn't find how?

You cannot save a file to HEIC format, using Windows.  I don't know if it can be done using a Mac.  In fact, any edit to a HEIC file, even a rotation, causes the file to be saved as a jpeg. 

 

Edited:  Just to be more precise, if you use the rotate button on a .heic file in the Media Grid, this dialog pops up and the file has to be saved to a different (non-HEIC) format.
