Scanned Photos at 1200dpi not recognized in Elements organizer

Can someone explain why when I scan a B&W photo at 1200 dpi Elements organizer is unable to generate a thumbnail or display the photo. However, if I attempt to edit the photo after it is imported, the photo is recognized and displayed correctly by Elements editor. Even if resaved from the Editor and re-import as a new file, it will not display in the organizer. The same photo was edited in Photoshop with no problems. I tried saving it again in multiple formats and re-importing with no luck. The exact same photo rescanned at 600 dpi did display correctly in Elements organizer. Does anyone know why 1200 dpi scans are not recognized by Elements organizer (dim = 9263 x 11707, bit depth 24, size = 15mb, type jpg)? Is this expected or is this a bug?

Thank you Michel. It took me awhile to find the magic number I needed for the MaxImageSize key (200 million) but my image displays now in the organizer .
