This transfer of the catalog together with the image files is a well-known task.

First, from the old computer, do a full backup to an external USB drive. Create a new master folder in that external drive which will be the destination of the backup.

This folder will contain anything to restore the catalog and all your image files.

From the new computer, after installing PSE 2020, you use the menu File >> restore catalog from the Organizer.

Browse to the folder you have created for the restore.

Select where to restore your image files and the catalog folder. I recommend using a master file outside the 'Pictures' default folder. Run the restore.

The catalog folder will be restored under the master folder you have created. That's called 'custom' location. The menu to manage catalogs in the File menu of the organizer lets you select that catalog and you can move it to the default location under C :\ProgramData. It's your choice.

Have a look at the online help about 'backup' and 'restore' to better understand the process.

while keeping the links in the catalog to the new destination
