Unable to load Photoshop Elements 2021

Windows 8 . I am getting code 160 which relates to permissions.  I am the administrator. I have gone to the registry (REGISTRY!!!). Haven't been there in 20 years.  I changed permission on everything I recognize as relating to the product.  My product loads to around 65%.  One of the places it suggests is in the Windows app path Photoshop.exe, but I don't have Photoshop.exe in that place?
