unable to resize an image pasted with layer onto a photo in Elements 2018

I am a newbie struggling with aspects of Elements 2018 and I have followed some steps in an online tutorial.  I am trying to add a couple of people from one photograph by pasting a layer onto another photo.  The pasted layer is visible on the new photo but I'm unable to resize it to a more realistic proportion, although I do seem able to move the layered image around.  I can see a box surrounding the layered image and can move that around but the 2 people stay put.  I ought to be able to grab a corner of the box and expand it outwards in order to make my image larger, but it won't work. I must have disabled a function somewhere, but I can't see what.  Hope I have explained this clearly - can a nyone help please?

peterh, see if the first 2:30 minutes of this video clears things up any.  Works the same basic way in PSE except that PSE's transform mode is in the Image menu, not the Edit menu.

Phinny - Thank you! Thank you! that has worked today and I can now resize my image.  I think what had happened before is that although I could see a bounding box around my two figures, they had become disconnected from the box so when I tried to drag the corner of the box to enlarge the image, the bounding box increased, but the image remained unaffected.  I'm very grateful indeed to you for reading and solving my problem.

Happy I could help.  I'm no longer considered a newbie but well remember how frustrating it was to be one.  But in a way I'm envious of beginners like you.  I miss the frequency of break through moments such as this one was for you and you're in for many more.  Epiphany's.  Small steps but what a thrill they can be.
