Uninstall Photoshop Elements 2019 because of errors with editor. Reinstallation and still no editor

Any help is appreciated. As in subject I couldnt open Adobe Photoshop Elements 2019 Editor. I went through uninstall. Used my disk to reinstall. Still unable to open Editor. Icon pops up in tool bar but never opens. I was not asked to input serial number during installation, but I assumed it is because its on same Macbook Pro.  Help 🙂
