The meaasage given is that it 'Needs to be updated"

Can anyone tell me if there is an update available for this, and if so, wher it might be found?

You can't use PS Elements 10 on Catalina.   It's way too old.

You will have to buy an upgrade to PS Elements 2020 which does work on Catalina.

Or revert back to your former operating system.

BTW, I'm moving this question from Photoshop CC to PS Elements.

Yes.  I have discovered that, thanks to a direct reply from Adobe.

Updgrades and all OK.  Pity to have to pay again though.

Next time, don't upgrade your operating system without checking compatibility first.

https://helpx.adobe.com/photoshop-elements/kb/elements-mac-64bit-compatibility.html

You can't expect to keep using unsupported software forever.  Additionally, there are free and low cost  alternatives available from Affinity, Gimp, Corel and others...
