Updates Button under Help appears Disabled (Greyed Out)

Hi All The Updates button under Help in my PSE 2019 install is Greyed Out (Disabled) can anyone please help with this. I'm not sure why this is or the significance, but it doesn't look right to me.

What is new is that the button stays greyed out until Adobe updates it when an update is available. There are no available updates for PSE2019 and the ACR module. This behaviour started with PSE2019. So, that is 'as designed'.
