I  am currently using Elements 14 and would like to upgrade to 2020, strangely at the moment the full version is considerably cheaper than the upgrade version, my question is will the full version also recognise I have an older version and import all the tags/keywords and ratings etc from my current version into the new 2020 version? Thank you in advance for any answers.

Regards, David

The explanation may be that if history repeats itself, a new PSE version is offered end September/begin of October. Very often, you are offered a discount price lower than the normal 'upgrade' price by Adobe or big Web resellers a few weeks before. Since it is not linked to a previous version, such download does not need recognizing an older version on your computer;  anyway, the installation should find the previous purchases in your Adobe account.

What is important for you is that the installation process always searches for a current working catalog of the older version and prompts you to 'convert' that catalog. The process keeps the old catalog (only renamed with a -1 suffix) and creates a new one keeping all your organization and tagging. If you miss that conversion, you can always do it later.

Also check if the prices you have seen are for PSE only or the combo PSE plus Premiere Elements, the video editor.

Keep in mind that it's expected that a new PSE2021 will be available soon (if there is no delay due to Covid?)

You might download only the trial version, identical to the full one, but limited to 30 days if you prefer going to the latest version or to take advantage of the special price for PSE2020.
