Hi! Maybe someone know, can I upgread my system (windows 7), on a newer version windows 10, and photoshop elements 7 will still work?

Sadly no. ee link at Adobe. It has the listing of the latest and previous versions and what will work or not. Operating systems such as Mac OSX and Windows have been moving toward 64 bit apps from 32 bit. That being said if you had enough space (hard drive) you could run a VM (Virtual Machine) emulations with 7 while the real system is 10.

I have PSE6 running on Windows 10. It's certainly worth to try with PSE8.
