Where are my Help files?

I'm using Photoshop Elements 9 (yes, still!). I'm installing from an original disc, but, when using the program, and pressing F1 or going to the Help Menu, I get: "The Adobe Help application could not load a URL because the specified file could not be found. You may need to re-install the application and the Help component." Is this because the Help function is looking for a URL no longer in existence due to the age of my product? If so, understood! By any chance, though, is there any workaround? A path to the old URL, maybe? If not, suggestions?
