Can Photoshop Express Open PSD Files????

I have photoshop files (*.psd) created and saved with Adobe Photoshop 7.0. Photoshop Express (bundled with MS Studio / Windows 10 Creator) does not seem to be able to open them. Something called Sketchbook opens them up, but not Photoshop Express!!!

How do i get Photoshop Express to open up Photoshop file?

The answer is, it can't. It's not really a true "Photoshop" product. Its a light-weight "photo enhancer" for snapshots and selfies.
