Cannot use Soft Look in PS Express

Hi all, after any advice to fix a problem with PS Express.  I have a premium subscription and can use all the PSE functions but for some reason the "Soft" function in the Portrait Looks won't work, it just shows a spinning "loading" circle (see screengrab).

This happens regardless of the picture I select to edit.  I've tried:

- deleting the app and reinstalling

- signing out and back in

- restarting phone

Any ideas?
