Does Photoshop Express Mobile work on Windows?

The title I have above may be confusing, but I couldn't think of the correct words at this moment!

Currently, I am on two separate plans with Adobe, one for Photoshop and one for After Effects. I cannot afford to keep both plans so I am considering just keeping After Effects since it has Photoshop Express.

But I am confused about Photoshop Express itself, which I have never actually used before. After Effects says it uses Express for Mobile, but the link for Express says both Windows & Mobile?

I don't know if this means if I have Photoshop I get a Windows version of Express as well, or if the Windows version is also available to those who also have products such as After Effects?

Yes, PS Express is available as a desktop app from the Microsoft Store.

If you type PS Express in the search bar, it will display a free download.
